Prisons Battle Heats Up at California Capitol

California Senate Democrats have approved their own plan to deal with the federal court order to reduce prison overcrowding.  They pushed their proposal through the Senate Budget Committee today over the objections of Republicans and Governor Jerry Brown.

Corrections Secretary Jeff Beard lobbied strongly for Brown’s plan, known as Senate Bill 105.  It would increase capacity by contracting out beds from county, private and out-of-state facilities.

California Lawmakers Respond To Budget With Some Relief

Most California lawmakers say they agree with Governor Jerry Brown that now is the time for fiscal discipline in light of a balanced budget.

But as Amy Quinton reports from Sacramento, Democratic lawmakers have not ruled out restoring some cuts.

Legislative Democratic leaders expressed relief at the announcement of a balanced budget. They say the extra $2.7 billion in education funding is also a step in the right direction.

Senate Budget Chair Mark Leno says lawmakers are now in a position to talk about policy rather than cuts.

California Bill Would Allow More Than Two Parents Per Child

The California law that says a judge can recognize only two legal parents per child would change under a bill working its way through the legislature. The bill’s author says not every family today looks like “Ozzie and Harriet’s.”

Democratic Senator Mark Leno of San Francisco says he wrote the bill to recognize non-traditional families…where there might be biological non-custodial fathers or surrogate mothers. The bill rises from the case of a child who had two legal mothers.
